ECHIUM fastuosum 'Pride of Madera'

5-6' tall x 8-10' wide.  Fast growing shrub is well known for its tall spikes of blueish-purple flowers in spring.  Plant in well drained soil with full sun exposure.  Requires little to no water once established.  Drought tolerant.
